... richard allen... of Planning & Environment, Richard Allen advises... of Planning & Environment, Richard Allen advises ...Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Video finishes with aerial views and parklands, streetscapes and rural areas. Opening of Meruka Childcare Co-operative, Meruka Park, 5 Meruka Dr, Eltham, April 1994
... richard allen... richard allen sheryl garbutt Bill Penrose ...In 1919 J.B. North, a violinist with the then Melbourne Symphonic Orchestra, and Monsieur Leon Lambert, a French architect, who later designed the Glaciarium Ice Skating Rink, purchased three available farms, Looker's, Wright's and Taylor's, approximately 60 acres, the area running along the creek and being bordered by the present day Ryans Road, Karingal Drive and Sherbourne Road. The farms were used for orchards and market gardens. Leon Lambert designed and built two homes on the farm site, one for the North family, ‘Tralford’, and the other, ‘Glen Ellen’, for himself and his wife. The homes were considered as "brother and sister" and they each included in their design an identical bay window in the main living area. "Glen Ellen" originally comprised kitchen, lounge room, inglenook, dining room, bath room and sleepout. Although the home has been extended over the years, much of the original architecture has been retained including timber panelling and three fireplaces. The land was subdivided in approximately 1966 with "Glen Ellen" retaining approximately one half acre of land fronting Meruka Drive. The property then passed from the Charleston family to Gerald and Margaret Sutton in 1976 and again was sold in 1980 and lastly sold again in 1994. The Norths named their house 'Tralford'. According to Marjorie North, the name Meruka was suggested by Alan Gardner and so was apparently not used by the North family. The name appears to be of Indian origin and its connection with the land is not known. ‘Tralford’ stayed in the North family for many years. Eltham Council acquired the house to create Meruka Park. The house was used for some years by the Council as a community arts facility and as emergency accommodation. It fell into disrepair and was demolished about 1990. The Meruka Child Care Centre has been built on the site and incorporates some of the architectural features of the old house. The Co-op was opened in April 1994. The original drive flanked by large old cypress trees remains. These trees are considered to be of local heritage significance and for this reason Meruka Park is covered by a Heritage Overlay under the Nillumbik Planning Scheme. Part of the park has been preserved as habitat for rare local flora. LL's house, named ‘Glen Ellen’, remains in a well-preserved state and fronts Meruka Drive.eltham, meruka child care co-operative, meruka house, meruka park, cr. peter graham, peter staples, richard allen, sheryl garbutt, bill penrose -

Programme - Ephemera, Chatham Primary School Fathers' Club 'Trial by Jury' programme, 16/11/1929
... Clow Mr M Walker Mr McLeod Richard Frost Mr Allen Mr J Tulloch ...The program describes the performance as 'original burlesque' and was written, composed and produced by A E Woffinden and A W Sutton, members of the Chatham Fathers' Club, to raise money for the school. There were 250 programs printed at a cost of one pound fifteen shillings. This performance starred 21 of the fathers with Mr W Crellin as the only female character, Miss Eileen Flapper. The Chatham Fathers' Club became renowned locally for the quality of its performances, repeats being given to other community organisations. In the publication 'Chatham Past & Present: A Patchwork of People' there is also a photo of the cast taken in the quadrangle of the school. The original program and photo were lent to the school at the time of the 70 year reunion in 1997 by Mrs Jean Lacy (nee Walker), whose father took part as a member of the jury. Many of the performers were also in the formal photo of the Father's Club, taken in February 1928 on the front steps of the school. The original hangs in the school entry foyer and is reproduced in 'A Patchwork of People: Chatham Past and Present'. In relation to names, these are better identified and the following identifications have been reached by referencing this and the 1931 electoral roll. The geographic spread of addresses reflects that when Chatham opened in August 1927, surrounding schools were overcrowded and some families chose to relocate their children. Albert Ernest Woffinden (manufacturer) lived at 14 Banool Road, Surrey Hills. Alfred William Sutton (clerk) lived at 528 Whitehorse Road, Surrey Hills. Mr A Davidson - not found in electoral roll. Walter Dallas Kinross (mechanic) lived at 72 Empress Road, Surrey Hills. Gilbert Leslie (Bert) Rae (sales) lived at 63 Empress Road, Surrey Hills. Mr Joseph P Braddick (mechanic) lived at 1 Northcote Avenue, Canterbury; now Balwyn (NB/ Name is miss-spelt Braddock in the program). Norman Patrick Smart (bt opr) lived at 61 Sir Garnet Road, Surrey Hills. Henry Albert Wysham (show card writer) lived at 9 Northcote Avenue, Canterbury. Mr Sidney Bessant (labourer) lived at 191 Mont Albert Road, Canterbury. William Morrison (teacher) lived at 37 Chatham Road, Canterbury. William Charles Crellin (breadcarter) lived at 59 Empress Road, Surrey Hills. Mr F Parsons - taken as Fred Parsons (bricklayer) lived at 2 Kaarumba Grove, Balwyn. Mr MacDougal (incorrectly spelt in program) is Dougall MacDougall (gas collector) lived at 5 Wells Street, Surrey Hills. Mr A V Webb - not found. Mr McKie - not found. Victor Harold Theodore Clow (civil servant) lived at 4 Talbot Avenue, Balwyn; listed as T. Clow. Mr M Walker (donor's father) not found in electoral roll for 1931; thought to have lived in Sir Garnet Road. Mr McLeod - a number listed in the 1931 electoral roll. Richard Frost (carriage builder) lived at 341 Mont Albert Road, Surrey Hills. Mr Allen - a number listed in the 1931 electoral roll. Mr J Tulloch - not found in the 1931 electoral roll. This is an example of 'home-spun' entertainment and creativity of the era when the sense of community was very real. It is an example of the fundraising efforts undertaken by school communities to provide 'extras' that would later be regarded as 'basics'. For many years the sense of community in this part of Surrey Hills revolved around Chatham school, the Benson Street Methodist Church and the football club, located at the Canterbury Recreation Ground.A photocopy of the programme for the Chatham Primary School Fathers' Club "Trial by Jury" performance on 16 November 1929. It includes the words of the song 'Carry me back to dear old Chatham'. Plaque, Cockatoo Kindergarten - Official Opening Plaque
... by Richard Allen and depicted a children's carousel. The design... by Richard Allen and depicted a children's carousel. The design ...In 1977 residents of Cockatoo built a kindergarten in McBride Street Cockatoo to service the growing population in the area. The building was officially opened on the 22nd of November of that year. Residents formed a Co-op, raised all the money to build the kinder along with lawn bowls and tennis sporting facilities for the town. No small feat, let alone for a town with a population of around 3000. The land was provided by the council for the kinder to use and that was their sole contribution to the building of the kinder. The unique building, was designed by Richard Allen and depicted a children's carousel. The design was to provide a feeling of enjoyment and friendship to the children who used the building. The large glass windows that were installed on the north-eastern side of the building made up 1/3 of the exterior wall. This overlooked the playground of the kinder making it easy to see the children at play from inside. The site of the building is in a dominant position and is highly visible to all who travel through Cockatoo. It was used as a child care facility right up until 2005. The kindergarten has recently been granted heritage listing after Cardinia Council started demolishing the building. The local community were successful in putting a halt to the demolition and saved the building. It will become an integral part of the Cockatoo Ash Wednesday memorial. Details on the fight to save the kinder building can be found at https://sites.google.com/site/cockatoosheritageashwednesday/ Brass Plaque, depicting the opening of the Cockatoo Kindergarten by the Shire of Pakenham Shire President - Cr OwenShire of Pakenham Cockatoo Kindergarten Officially Opened by Cr E A Owen J.P Shire President 22nd November 1977cockatoo, kindergarten opening, -

As well as the usual Prefects’ duties, their assistance was required for frequent special occasions at the school in its early years, some involving overseas visitors who were given tours of the new school, it being the first co-ed technical school in Victoria and of a unique design. The school, known locally as Ringwood Tech School, Ringwood Tech, Ringy Tech, Ringers Tech, The Tech and RTS, began in 1958 and was hosted at various district schools until 1960, when the new school was completed at Heathmont. It was the first co-ed technical school in Victoria. The school underwent several name and role changes in later years, and finally closed in 2003.Black and White Photograph - RTS Prefects, 1963 Photograph from Ringwood Technical School photo album 21255 labelled “Ringwood Technical School 1963-’64 Class Photos”.
